Acronym: mhc_init

Initialise the MHC. To be used when requested by the engineering team

Operations performed (2 seconds delay between commands):

# Enable Watchdog
# Turn Clamshell LEDs OFF (paraffin actuator encoders)
# enable mechs
# Find shutter index
# RDC (SLA resolver) to AUTO
# Enable MHC auto safe

The following two commands are contingency commands
# CAL source control (both LEDs OFF, just in case left ON).
# Turn QCMs OFF (just in case left ON) 

# Adjust 1" slit target position - Index 0 -
# Adjust 266" slit target position - Index 1 -
# Adjust 2" slit target position - Index 2 -
# Adjust 40" slit target position - Index 3 -

Notes:

1) Note that autosafe enable can only be done after at least one MHC parameter
  table poke, otherwise parameter table checksum error occure -> MHC s/w
  known feature. The MHC calculate new parameters table checksum after each
  parameter poke. No checksum available on re-boot. 
 
2) Also recommended to enable auto-safe after RDC AUTO
